I use a high-powered pellet gun. Very little noise. We target practice all the time, so neighbors wouldn't even realize we were aiming at the cat because they're used to us plinking at cans. I usually warn the owner (if I know who it is--cats can range 5 miles!) and then I take care of it. If the pet is running loose then anything can get it--coyotes, cars, me.....
