Changing ordinances

Apparently Lancaster city is not allowing chickens. I just want to know if ordinances can be challenged and how to properly go about doing it for the area I live in allows them.

There is always a way. Usually you can ask for public hearing on it and or request your RULERS change it. Possibly present compelling evidence to do so and such. And perhaps if they are feeling benevolent they will grant you limited permission.

However, in all states, there is a system in place for the PEOPLE to change the rules by a vote of the people. This may require a petition to get ballot access. Check your town and then your state's rules.
 
How to change the ordinance:
1. Request to be on City Council agenda
2. Prepare a statement and a proposed bill
A. In both ask for a 1 year probationary trial and a reassessment for full passage or revocation after one year.
B. In both mention having certain amount of land or footage (50ft) to next closest residence from the coop
C. Have signatures of property owners from your adjacent properties on file stating they understand you have chickens and are ok with it.
D. "No roosters" written into your proposal unless certain exceptions are made to be determined later
