Took a damp rag to get off what appeared to be simple poopy butt. It was not poopy butt, its got tissue of so sort hanging off of it now and a bit of blood.

The chick is currently in my clean incubator as it is warm in there.

Do I need to cull? Is this chick doomed or will it somehow heal?

Yikes....did you accidently pull the stuck poop on it's butt when you were cleaning it?

I did not pull just rubbed gently for about half a minute. Mama was quite mad at me for picking it up. I put it down hoping it would loosen up some with the dampness. And then the chick ran passed me and I saw blood. Scooped it up and took it inside.

I honestly do not think I did this.
 
I would guess the best chance this chick has at absorbing it back in, if its even possible, would be if it were alone.
Alone so that no one could accidently touch or peck at it.
Alone is a clean flat area so it can't get caught on anything.

It is in my incubator with the temp set for a baby chick on shelf liner. It’s sterilized, I upped the humidity to about 40% to keep it from drying out completely.

Ill wait a few hours and see if there is any hope, I understand it’s unlikely to survive.
