chick aggression

Hello one of my 3 day old coturnix is running around/chasing the other chicks pecking there head and tails and seems to be bullying all the chicks especially a crippled chick with splayed legs. is this harmless fun or a sign I should cull it for aggression? ps I use a read heat lamp and have a 4x4 brooder(19 chicks)

Are you using a red light?

With red light they shouldn't bother each other but as soon as I shine a light on young chicks they start seeing the fluff on the other chicks and want to try it lol.

I had one chick who wouldn't leave the other chicks toes alone. I put it in a clear glass in the brooder on paper towel with food and it tried to lunge at the other chicks. I would observe it and take it out for a drink and as soon as it went for toes I put it back in the glass. I only had to do it for about two hours til it gave up on toes.
