Chick attached to shell?

We've been hatching eggs for the first time. 3 chicks have successfully been moved to the brooder now (Though one needed a safety hole) but after moving them, another chick unexpectedly broke out of its shell. It's day 23. The chick seems pretty healthy- alert, active, fluffing up nicely, etc. except that it has a very thin, shriveled, bloody-looking "cord" that seems to be still attached to its vent. Whenever the chick moves around, it's dragging the shell along. I think the yolk sac is fully absorbed, as I've looked at pictures of chicks with unabsorbed yolks and it doesn't look at all like that, but the cord's still there. The chick is all alone in the incubator. What should I do? Wait a few more hours to see if it falls off? Cut the cord? Any help would be appreciated!
