Chick can't stand or walk, but kind of tries.. HELP

One of the eggs under my hen hatched some time lastnight. The hen hasn't taken him out yet but I looked at him and noticed that he is not using his legs. His feet are curled up and he just sort of flops about. He seems strong enough and he makes alot of noise.
Could it be that he just hasn't figured it out? He is slightly inbred, Is there some sort of problem with him? Is he still to weak from hatching to walk?
Please help, he is the only one to hatch!

I know this is an old thread, but what became of the chick? I'm having the same issue now & I'm a little torn on what to do. I want to give it a chance, but is it worth it if it will never walk?
