Chick dandruff??

I have 5 week old chicks. I had them outside yesterday and my neighbor was holding Darth Vader (a black chick) when I noticed she had lots of white specks on her shirt from Darth. It looked like dandruff. Do chicks get dandruff? She is getting her feathers in so they all look a little funny. Since it is white is couldn't be mites, could it?

I'm just new to this chick thing so I'm no expert AT ALL ...the last time we had chicks was in 1993. But, I noticed on my week old chicks that they are getting feathers and that makes their down look like it has white tips on it. It could be mistaken for dandruff!! It seems to especially show up on my darker chicks.
