It will probably settle down if you leave it alone for a while. Like an hour or two. It likely got scared and uncomfortable when you washed it off, and possibly chilled. Just let it be with the rest of them and it will settle down.

How does the chicks newly cleaned bottom look?

If she is crying it's because she's in pain. Maybe some of that dried poop accidently got shoved up her hole and is hurting. I've never known a chick to cry without a reason. Check her cloaca (butt hole) and try gently with a Q-tip to see if something is there. Good luck, keep us posted on what's going on.
