Chick may need help?

Hi peeps,
I have Cream Legbar eggs in the incubator, today is day 21. I had one hatch yesterday around 1:30, so he isn't 24h old yet but, he still has a very thin line connecting him to the shell and he's not up walking around yet. When I shine a light in there, his little legs are trembling. It's been 10 years since i hatched, I have forgotten some details, and not sure if I should be intervening at all.
He's still in the incubator, I haven't opened.
Temp 98.3, humidity 65-70, slight increase shortly after he hatched,as expected.
Any words of wisdom?
 
I feel your pain. Hatching turkeys was even more heartbreaking. I decided not to intervene.

I thought the incubator was supposed to be 99.5 for chickens the whole time? My chicks never shivered in the incubator. But it could be something stressed related.
 
I moved baby to brooder , I didn't realize til I went to take him out that his wing had dried to the grip stuff I lined the incubator with. I dropped warm distilled water over his wing and got it freed. He's up, peeping and running around the brooder. Thank you all.
