Chick mites

I have 7 week old chicks I got 2 weeks ago . They had odd Feather on back I thought their Feather were growing in now I think lice or mites . Thought?

Not mites. Those are the feather sheathes. They are growing in their adult tail plumage.

No, they're picking each other.
What's their diet? Coop size for how many birds?

Agreed. Blood means the other chicks are picking at them.

They are in 10x10 dog run with a dog crate and heat

I just moved outside. In a week or so more they could go up and down into coop

I agree it's picking damage. Did you just move them outside? If so, the change in scenery might be enough to distract them from the habit, but you'll need to keep an eye on their behavior to see who the culprit(s) are.
