Chick not aging

So I have this 4 week old chick. She's NOT AGING! She was the first the grow feathers then just stopped. She's still all fuzzy and small bit with big beautiful feathered wings. She's grow a teeny bit since she hatched but not doubled her size. All the other chicks are already in that awkward tall chicken new feathered stage. Has anyone ever seen this?

Oh and she was born with an infection in her leg that we clean and wrap daily. I don't know if this has something to do with it.

This is one of the other chicks that hatched with her group. They don't look the same age at all. This is actually a few days ago so she's even bigger now.

We raised 16 chicks and had one Blk Langshun that was half the sz of all the others so we called her Bitsy or half pint. But she was fietzy, held her own, always huddled in amongst the others, pushed her way to feeder etc. precious little thing. But she would not grow her feathers or sz like the others. For months! Then it seemed like I couldn't tell her apart from the others. She caught up and is a gorgeous hen today at 6 mo old. So be patient and your little one will hopefully be just like her siblings
 
You should give her time, she will grow :) I had a late bloomer just like you and now shes caught up like the rest.
My wyandotte was barley growing her feathers at about a month.
