I'm no expert but it looks like speckledhen was correct...it appears she is just maturing slower as far as feather growth. I see not blood or injuries in this pic.

Just keep an eye on her...I think she will be fine and soon catch up with the others.

I have a Buff Orpington that looks just like that, the others have more feathers. However, it is eating well and behaving normally, so I figure it's just slower.

You might try giving a tiny bit of wet cat food as a treat to boost the protein intake, which will help with feather development.

You could also add in chopped hardboiled egg every day for an extra protein boost.
