Chick Problem

The chicks feathers are a little hard kind of. they should be fluffy by now. should i wash it then hand dry it to make it fluffy?

How old are they? The first feathers from fuzz are kinda course then soften up as they grow to adulthood.
at least on my cuckoos

Unless they are dirty and matted with something I think it sounds like normal growing up process.
