Chick smaller than other

I have a flock of growing cockerels but one of them is very small than others. It has losing down like others but hasn't replaced them with feathers. I have feeding them homemade feed with meat , scrambled egg and sour milk occasionally. What should I do?
 
Okay, firstly, could you please send a picture? That would be helpful! Next, how old are they? If their 6-8 days or so, they could be going threw juenvile, her being small doesnt seem bad, it could simply be the breed or age. So how old they are would be helpful aswell

Why is he green? are they dyed? Because i see a pink one in the corner. If so please dont dye them, that can be very unhealthy for the chickens health. If their 11 they should be feathered and not molting. But they could still be molting, He looks a average size, probably a different breed. the others could be picking on him causing him to loose feathers

Now you can clearly see them. He has no tail feathers also
