Don't panic. Some chicks take a little longer. Helping it can often cause worse problems.

I'm not a pro..... but if there are serious problems, I say, help it! My last hatch, I had a chick pip, and a day later, it still didn't hatch, and i assumed that it was dead. I went to bed and woke up at 3 am and heard it chirping..... It's membrane was dried out, and it was stuck in the shell. I had to help it hatch, and I'm sure I saved it's life. I say, examine your situation... if you think there is a 100% chance of your chick dying without you helping it, then help!

We need a bit more info to answer your questions fairly I think. What day is it on 20, 21, 22? Do you have other eggs in the bator that have hatched and if so when did they hatch? Has it pipped the shell at all? If not and it has pipped internally more than a day and a half ago take a drywall screw and drill a tiny hole in the large end of the shell, this will insure the baby gets air. I have attempted to help a hatch before and although the baby survived it was not a good idea, I should have waited longer. If the chick can breath it will survive (granted there is not a larger issue with its health) so you can give it some more time to make it out on its own. Let me know the first couple questions and hopefully I can give you better advice for your situation. Good luck and don't panic!

he pipped on day 19 and its now day 21 the whole large end of the egg is off so i can see the chick its breathing there is one other chick in there that hatched on day 20

IMO, if it's taking that long the membrane has dried to it. You need to get a flashlight or something and check it. I have had several like that and had to help.
