Keep the membrane wet. If you have a pair of tweezers, sterilize them and gently pull the membrane back being careful of any veins. If you see a large amount of bleeding, stop, wet the membrane and replace the egg to the incubator. here is an assisted hatch link, and should helpful for quail as well I would think.

It was a success guys! Thanks a lot for the help! I got him out, it's been about an hour and he seems to be doing fine. However he's got that wet sticky look, even though he's dry I think. What can be done to fix that? Also there are small pieces of inner membrane stock here n there

Great!! You can use a little warm water, just make sure if you do that you get him back under light to warm and dry back off, otherwise you can just leave it.
