Chick Vent Badly Swollen, Graphic Pic - Please Help

This Minorca chick is a couple of weeks old, and I noticed this swelling of her vent. That whitish cap on the top won't wash off, and the skin around this swelling is red and raw, almost like the skin ruptured and the cap is the actual skin while beneath that is the underlying tissue. Her poops have been white and watery, and I've been washing her in warm water and applying Neosporin, but she remains lethargic. I can't imagine she can get any semi-solid poops through that swelling.

Does anybody know what this is, what causes it, and if there's something I should do for her? Culling is a non-option for me, so please don't go there.

This appears to be a prolapsed cloaca or vent. It sometimes happens when a chick gets constipated, or an older hen lays too large of an egg or is egg bound. Honey, sugar, witch hazel, or Preparation H is used to help shrink the tissue, but you should lubricate it and try to push it back inside as quickly as possible since the tissue will dry out, and after time, may be impossible to get back inside. If you get the vent back inside, it may come back out over the next few days. You may need to glove up and hold it in place for a bit. Here is some reading:
