When are you supposed to start water for chicks?

I dip their beaks when they fluff up and go into the brooder.
Water should always be in shallow pans.
I once saw a baby drowned in a 1/2 inch pan of water.

Thank you. I have marbles and the jewel stones for aquariums to go in the water dish to make small places for them to drink from so they won't be as likely to drown.
