Chick weak stumbles??

I have a week old chick that is not developing any feathers and falls over all the time. Also she peeps all day long. I have her on electrolytes, she is by herself, well she has a stuffed dog and heat light? I have to dip her beak to get her to eat and when she is not falling sh e looks like she is sitting back on her bum not standing on her legs???
