Chick with broken leg

I examined and found a small hairband wrapped around the chicks legs. I was able to get it off, but it had cut into the tissue on both legs.
It is not a hair band that we would have. Is this something that breeders do?
Do chickens get tangled up in things like this?

It's common to treat splayed Leg like this, but it's odd it was accidentally left .
Is the leg still functioning, toe curls, still warm?
Treat the wound with ointment and it will hopefully heal fine.
