Chick with broken leg

Hello. I recently got two 8 week old vaccinated silkie chicks. One of them appears to have broken a foot. It is not bleeding or swollen. It wobbles because it tries to not stand on the foot. It can still eat and drink. I don't think the leg is paralyzed. I am wondering if there is a way I could treat it, or if not, if it will heal on it's own, or if I need to put it down?
What is the best thong to do?

When picked up and placed on the surface the chick quickly picks up the foot when it touches the ground, then hovers it above the ground.
 
I examined and found a small hairband wrapped around the chicks legs. I was able to get it off, but it had cut into the tissue on both legs.
It is not a hair band that we would have. Is this something that breeders do?
Do chickens get tangled up in things like this?

There was also I little plastic tube in between the legs. I have looked online and see that this is a treatment for splayed legs in chicks. The breeder did not tell us about this!
