Chick with feather problems. Can you advise?*Heavy Pic*

I have a couple Black tailed Red Polish that were hatched together about 2 wks ago. One of the babies has the strangest feather's. I thought the feathers would come in with time, but it still looks very odd looking, anyone have any thoughts on this?

Other then the feather issue this baby is normal & healthy.

They look to be growing in- all them white things sticking up. I can't see anything more abnormal about the chick. Is it eating well?
 
The baby was born with the little white feathers that look like they are getting ready to grow in...But I've been waiting 2 wks and it still no growth..The tail and wing feathers are growing great, but the underside is doing nothing, it's odd. I've never had a baby born with this condition. The feathering up and over all condition of this babies feathers looks different then it's sibling. They have the same color and all but feather condition is not the same.

The one might just be a slower featherer. As long as the chick is eating and drinking and behaving normal, I would give it another week or two. My Faverolle chicks-the girls feathering is about 3 weeks faster than the boys. It's a big difference when you look at them. They are real cute.
