Chicken’s feathers clumping with ice/snow

*I didn’t really know what section to put this in so I’m sorry if there was somewhere else I should have posted it*

My chickens have been pushing through their first winter and it’s also MY first winter with chickens, and also pretty cold. Everyday is lower than 20F and I have started to notice almost all of my chickens (I have 7 pullets and 1 cockerel) have clumps of feathers and snow/ice. It doesn’t seem to bother them, but I would like to know what it is.
 
I'm not quite understanding what you are describing. Could you share a picture?
I’ll get a pic later since I’m not home currently, but for now let me try to describe it more:
It is ON their bodies and when I pet them down their backs I feel bumps (I can see the bumps and they aren’t skin bumps) and the bumps basically are feathers pushed up and frozen somehow, and they turn into little clumps on their backs.
