Chicken almost certainly has curly toe paralysis but it's an adult...

I have to start by saying these chickens aren't mine. They're my parents. And I didn't even know this was a problem until now but I'm near aneurysm because my parents thought lameness in chicks was as normal as a "runt of the litter." Yeah. Apparently this chicken has had curled toes since it was a chick and now its about in its "first year of egg laying." I've checked everything else that I could within the day that I was here from the foot itself to her poop. The hen in question has fat legs and feet and her toes don't spread while she walks. Not like the others. I don't know what kind of chickens they are but I know they're a cross, bred with laying in mind.

At this point I need suggestions. I've seen some stuff about splinting. Is it too late to splint her feet? How would one do that? Is this something the vet needs to do? Should she start taking vitamins? Can she still grow out of this?

Thanks in advance.
