My coops don't have any fans and the birds do fine. As long as you have good ventilation (a couple of windows and open cracks/spaces), a fan shouldn't be necessary.

The simple rule is that ventilation is good and drafts are bad. So turn off the fan when it gets below 70 degrees coop temperature..
