Hello their...
Just a bit of advice which works really well...
carefully rub some petroleum jelly onto the combs... this prevents them from getting chapped and also should prevent them getting frostbite.

Hmm, is there any missing feathers? She might be being picked on. You did mention she has lice, that might explain.

Yep that is quite a likely possibility. The other chickens could be pecking her causing the bleeding.
