Chicken head feathers won’t grow back

Back in January last year my young frizzle chick was attacked by older chickens and had its head feathers ripped out.
I was told to segregate them, and give them to grow back, which I did.
It’s now April and the chickens head is still completely bald, the actual follicle was ripped out of the head.
Will they ever grow back? Is there anything I can do?

If the actual follicle was ripped out then the feathers will not grow back
