Chicken losing feathers on back in strange way

Is anyone recognize this? A few of our chickens have been displaying this.

Looks like rooster piggie back rides to me. I have a bunch of those. Even with 22 layers and only one rooster. That guy sure gets around.
 
I have thought it was the rooster, and got some hen saddles. So even though a lot of hens look like that it could be from one rooster?
 
I'm really starting to wonder about this. I have two hens with this feather loss in a group of 11, and they were like that before I put in a rooster. None of the others are affected. I'm honestly stumped. Their food's got plenty of protein, I've dusted both the birds and the coop/run for mites, changed out the bedding, and even sprayed the area to discourage pecking. I haven't tried the saddles yet though...that was my next thought, to cover the area and see if that keeps it from getting worse (it's slowly been worsening for both hens).
