I have an old English rooster with a weird looking face and I put lotion on it cause it looks like dry skin then i put athletes foot creme on it to help cause it may have a disese.

Welcome to BYC. Your 3 pictures all look the same. It is hard to make out the eye, but it looks swollen. Is there pus or drainage in the eye? Can you see the actual eye? Is there any symptoms of a respiratory disease, such as sneeze, cough, nasal drainage, gasping, wheeze, or rattly breathing? Has he been injured in the face?

Can you get a clearer picture of the eye? There may be a fungal infection of the skin called favus, which is usually treated by antifungal cream such as miconazole or clotrimazole, applied daily until gone. Here is soem reading about favus:

No one of his eyes are swollen or covered in dead skin where he cant open it but he oppened on a bit.

Now it looks like some thing is drainning from its eye or its just bubbles.

That does look like favus. How long has this been looking that way?
