I have checked for breaks can’t feel anything but it’s floppy and sticks out forward

Look at the footpad for any bumblefoot scab or cuts. Can you part the feathers and look for swelling redness, and green bruising? It is hard to see much in the picture. Perhaps get a closeup of the leg that is clear? How old is she? Was she vaccinated for Mareks?

That would make me think of mareks.
