My opinion. If you are not a resident, the city does not care about your opinion. I know that if my city council listened to non-residents' opinions I would be mightily upset, regardless of whether I agreed or not with the non-residents' opinions; it doesn't matter what the subject is.
A non-resident giving factual information is an entirely different matter.
Think for example how you would feel if someone from China or Uganda or Venezuela or Germany told our counrty what laws we should make or repeal? If you live in Virginia, how would you like someone from Oregon telling your state legislature how to run their government? How would you like your neighbor to tell you how you should do things in your family? How would you like a stranger to tell you how you should raise your kids? It's all the same thing.
If you want to be effective, get local signatures.
