Chicken plucking her feathers out ?

Hi, I am new to this group. I began with 4 Rouens & 4 White Pekins in 2008. In 2010 got 2 chicks & every year gain a few & loose some. I am in WI. I presently have 1 Americana & 2 hens & 5 pullets waitting any day for more egges. The one hen is picking feathers out of the other hen. Are they stressed because of the pullets? The hen has bear patches on her back. Does she have lice? Or is she also molting? Thanks for any feedback.

I will get a pic tomorrow. One& one half years. The coop is 6x12, with outside runs. 16%protein egg layer & scratch grain & oyster shell. I'm sure she is cold at nite 25 degrees now.
