My neighbors have about 7 chickens in a 5×10 modified cage. We recently had severe weather conditions that caused flooding and now our whole back yard stinks like a broken sewer pipe. ROUND ROCK TEXAS allows chickens in residential area. I worry about the smell and constantly inhaling. I honestly don't think he cleaned the cage so now the poop is everywhere and probably won't settle until ground dries. Any suggestions or even what I need to report to clear it up?
 
You should complain to your town or city hall. Most places that allow chickens expect their areas to be kept clean and this would be a violation. You might also complain to board of health. as the heavy rains are making this a much bigger sanitation problem.
 
x2 on @drumstick diva 's advice. That doesn't sound like a good situation for anyone, you, the neighbor and the chickens.

How do you begin clean up? Today is the first day I can do anything since yesterday was a holiday. I have to notify the neighbor and get this started cause it is a horrific odor. Thanks. I'll be walking around with cotton balls in my nose.
 
Um, I hate to sound like I'm defending your neighbor, but long before I owned chickens I'd been through flooding in the middle of town when nobody even near me had any kind of animals, and my yard still smelled like a broken sewer. Wet chicken poo has a very strong ammonia odor. Is that what you're smelling? Or could it be the flooding quite literally did cause a broken sewer pipe or backed up storm drain and it ended up on or near your property?

In either event, Diva's advice is spot on, as usual. As a former city official I can tell you that they can't fix what they don't know. I'd call them out, either the sanitation department or the town maintenance crew, and let them make the final determination as to the cause of the odor, and knowing your area better than we do they'd be the ones to advise you on cleanup without putting your health at risk.

Again, I'm not defending your neighbor if his sanitation left something to be desired. But having been through flooding where no animals were present, I can tell you that either scenario is possible. Oh, and good luck! This can be a real wooley booger to get resolved.
 
Lol I obiously don't know what I'm doing on this site and am just posting everywhere wrong. I thank you for your input. Nothing is being taken wrong, so please feel free to say it like it is. it definitely is chicken poo. They put down hay and it rained the next day again. The run off is from him not cleaning out the pen and they were in layers of poo. It is smelling better but we still can't be out long or flies start attacking. The smell lingers and I hope it dissipates very soon.
 
So far majority have mentioned that it is great fertilizer. Aside from the pro, is this a health hazard. I guess I'm a city girl when I thought I was country.
