Chicken questions

Found this chicken this morning across the street from my house. I'm trying to figure the best way to care for it. I'm not sure if it's a hen or a roo. It seems that they might have lice or mites since it's missing feathers on the base of the tail and by the head.
She/he seems to be very cautious when they walk and it doesn't run away. They haven't extended their neck since this morning.
Thoughts and suggestions on the best approach to care for this chicken.. still trying to find the owner.

My novice opinion is that it's a pullet. Best approach? More knowledgeable people will chime in.

She's a girl and she looks sickly. Definitely keep her far from your flock.

Looks female to me.

Definitely check for lice or mites, but missing feathers like that can also happen to hens from roosters mating with them. If she's not with any roosters now, the bare areas have a good chance of growing new feathers with no treatment from you, IF that is what caused the missing feathers.
