What an interesting scenario.

How many birds to you intend to keep?
Why must it be on wheels?
Keeping them confined takes more space, larger coop/runs harder to move.
 
I do similar with batches of juveniles kept in a pasture. Intent is for intermittent free-range but with lower stocking densities they can be kept in elevated setup at all times. I now have four setups as shown. Height can be adjusted.

I am sorry, but what is doable? Locking the chickens in the coop until the water subsides (as long as it is big enough and has water/food in the coop), or building the entire coop/run off the ground? Thanks for your help.
Either or, but, depending on the number of chickens you get, I'd opt for a big elevated coop. How many chickens? For 8 chickens, an 8X10 Coop, for 12, a 12X10 coop. And, a dust bath, ideally with some Diometious Earth in it. Normally I shrug at the value of the stuff but you might find it beneficial in a coop with a floor where the chooks will be contained.
