Chicken run smelly and moldy when wet...HELP keep food off the ground!

I am having the same problem. My soil in Virginia drains well, but the food on the ground quickly turns smelly after a rain. I have started to just keep the feeder inside the house, and water outside. I tried putting black stone in the run, and lime. I still am having problems.
