Chicken with stunted growth?

Hi everyone, I wonder if anyone can offer any advice please about one of my chickens (Yolko) she is now 28 weeks old, i got her and 1 other from a chicken farm they were bred to produce vaccine eggs i think they are lohman lites?. Audrey the other chicken is huge and is laying an egg a day but Yolko is half her size still makes a chick noise and does not have a comb, well she has a little tiny one that is pale and she does not lay eggs. they both get fed Layers pellets, mixed corn, cooked veg, grass pellets, sunflower hearts plus loads of other things, they are warm and dry at night, i move the coop around the garden and Audrey does not bully her. Has anyone else had a chicken that wont grow?

It's not that unusual. Sometimes they live a full life, sometimes they die fairly young. Might do a search on failure to thrive.
