Chicken won't walk on one leg

My hen, Velma, has one leg that is completely limp. The injury appears to be in the shoulder. A friend with more knowledge than me is certain that the leg is not broken. At first she was able to flop around on one leg. I have isolated her in a poultry cage to keep her from flopping too much and to possibly allow the bad leg to heal. After 8 days in the cage, it seems that her good leg has grown weaker (atrophied?) from not using it. I feel that she may never use her bad leg so would it be wise to let her out of the cage and perhaps get some strength back in the good leg? She is still eating and drinking well.
