I have the same issue... Not blood thirsty attacking...but that whole pecking order thing. It's just annoying to keep watching....So all of my chickens are picking on one chicken I've had her for about 2 months and they still pick on her so please help.
But this has been going on a long time.Chicken psychology is a lot like the psychology of kids bullying a new kid in school. They pick on the newbie because they're different and unfamiliar and the bullying takes away self confidence from the victim, setting up a vicious circle because the victim soon becomes certain they deserve the mistreatment.
The secret is to protect the newcomer while giving her short exposures to the flock. Under no circumstances should she be removed from the flock, though. Sometimes if you can find a docile chicken to put into her safe enclosure, that will help things along by giving her a buddy.
Below this post is an article I wrote on integrating a single hen into the flock. You might get some pointers. (Copy and paste the title into your browser)
