Chickens Burying Eggs?

What else could be causing them to bury their eggs?

They need some nests...so they won't lay on the floor and then over them up by scratching for other things.

I use pine shavings in my nests, I have a few how lightly bury them anyway occasionally but not often cause I collect frequently.
