Chickens comb is bleeding!!

Hi. RIR hen got pecked and her comb is bleeding! She is at the bottom of the pecking order. It is cold out here in pa so maybe that had something to do with it. It’s constantly bleeding. She also hasn’t started laying and she is 42 weeks old? Any thoughts on how to treat the bleeding?
 
To stop it use cornstarch or flour and apply pressure to the area with a cotton ball or towel. Quickstop works great too but I'm assuming you don't have any.

This picture is pretty bad but you can kind of see it. It is towards the top of her comb and the tip of one of her points on her comb
