Chickens have been molting for 9 months!! Help!!

My rhode island reds are a little over a year old. They started molting back in September. It is now May and they are STILL molting. They have no feathers on their lower backs. No feathers on their butts and barely any feathers on their wings. It isn’t just one of them it’s the whole flock. We’ve inspected each one to check for mites, etc. We haven’t seen any bugs jumping or crawling on them and we keep their coop clean. I’ve tried giving them more protein in their diet but nothing seems to work. If anyone has any idea how to help them, please let me know! We are desperate to get our girls back to normal! Thanks!

My chickens had something similar when they went through their first molt. They just didn't grow their feathers back. Finally I thought maybe they were ripping out each other's pin feathers. So, I went and got some pine tar (chickens hate the taste), put it on the bare spots, and the feathers grew back.
