Hi, I am considering moving, so I have checked lots of chicken ordinances in various cities. Charlotte has really a pretty liberal ordinance, and hopefully it stays that way. The phrase about 'must be kept within...' is in many ordinances. I think it primarily is meant to prevent people from letting their chickens wandering all over the place. I don't think animal control will come by and check whether your chickens are walking around your yard or not, but they will come if someone finds your chickens on the street. If you do get a permit, you might have to show them some sort of enclosure on that day....
As always, be nice to your neighbours and nothing shall happen to you. I would mind, however, the setbacks from the lotline. If your lot is really narrow, then that might be a show-stopper, at least on paper.
