Chickens in cities with chicken ban

We are allowed to have chickens and roosters, but we have HOA rules about where the coop can be located and that the coop must match the house in color and roof design...pretty silly, but unfortunately our house has a backyard that is visible from the road so we must comply. No one has roosters here, and only our next door neighbor even has chickens, besides us. We decided to not get a rooster, just so our neighbors don't get annoyed (although they both have barking dogs). In my opinion, I don't see how a crowing rooster is more of a nuisance than a dog that barks 3/4 of the day/night.
 
SB 1620 passed in the Texas Senate, but died in committee in the House. It was not signed into law. Sorry to be a party pooper, but I don't want to you to move forward under the impression that you (and your chickens) are protected.

Well that is disappointing. I was already making my chicken shopping list. I need to investigate a bit more. I was in clouds for about 24 hours... yes you are a party pooper, but I rather know this than have to get rid of my chickens.
