Chickens keep losing feathers

Chickens keep losing feathers, 1 rooster but he only ‘loves’ on a few hens, they eat egg layer, scratch ( sunflower seeds, corn, grain, other seeds ) with mealworms. ( Along with fruits and vegetables we throw out. ) I keep spraying their bald spots and I’ve been putting supplements in their water. The photo below is the most chickens I could get in the photo, in total there’s 28 chickens.

Looks like feather picking. If you are feeding a layer ration you shouldn't feed other things, especially lower protein scratch, and scraps. I would switch to a higher protein feed, and make sure they aren't crowded. Feather picking is generally from not enough protein, or crowding and boredom. It can quickly turn to cannibalism.
