does anyone know if there is a limit on how many chickens you can have in your backyard in Stephens city.

I didn't find one. The city says county rules apply. The county info is here... partly in the general section, partly below the section about dogs.

This source says it may not be the latest version. The local offices should have a copy of the latest version; I would ask for a printout of Chapter 4. Or a printout of changes made to the zoning ordinance in the last five years - or maybe two years, depending on what reaction you get.... some zoning gets lots of changes; some hardly any.

If that is difficult for whatever reason and you want to try to find it online, it is probably faster to look for a history of changes made than to find the latest version.
