It's not currently an accepted color in Cochins, but mottling on a Silver Columbian chicken can exist and actually looks kind of pretty--it's like Mille Fleur, but with the black bits on silver (white) instead of on gold. And yes, it could become an accepted color in Cochins if enough people were willing to spend the time on it.
And we stack up color names all the time:
Blue Laced Red Wyandotte
Chocolate Laced Silver Wyandotte
Buff Columbian Wyandotte
Silver Partridge Cochin
etc.
I don't think the dog color names are any worse than the chicken ones, they just aren't the same as the chicken ones. Except for a few obvious ones, like "black."
