Chicks a week old ok without heat lamp?

I know that chicks should start out with 95 degrees and go from there. HOWEVER, my chicks have been uncomfortable from day one with a low heat lamp. So I raised it and it's at 85 degrees right now. I cannot hang it any higher and they still will not stay under the lamp, nor do they huddle. Can I just leave the heat lamp off? My house is at 72.

Make the brooder big enough that they can get closer or further from the lamp as needed. They'll be able to self regulate.
