Chicks dying help!

I agree, I would raise the lamp.
Are you providing more heat than just the lamp? 84 on the "cool" side is still pretty warm.

What's the mill date on your feed bag - if it's fresh and doesn't smell bad, it's probably o.k. - it's the same feed you've been using for 2 weeks right?
How recently was the bleach added to the well?
Yes I've been using the same bag . The bleach was added about 10 days ago first but over the weekend the neighbors added a new water line so I think he may have bleached it again Saturday when they put it in . I raised the heat lamp so fingers crossed

I might try bottled water for a few days.

See how well they do with reduced heat.
 
UPDATE

the one that wasn't doing well and only laying down is now walking and playful !!!! One of the silkies still has pasty butt but it has improved ALOT!!!! don't know if it was the food , the water, or the heat but all seems to be on the mend
