Chicks dying in eggs

We have 6 hens and 1 rooster I have been using these eggs so i know they are fresh.

I was thinking about rotating them around the incubator but would that be delaying the development of all the chicks and not just a few?

Just finished my last hatch and I got 18 of 22 hatch (which i know is good) the last chick to hatch looks very weak. The 4 that didn't hatch its the same thing again fully developed chick no internal or external PIP.
 
rotating them wouldn't cause a problem. Should just slow down the early ones and catch up the slower ones.

Good that they are yours and fresh. What about breed? Some breeds are just prone to late deaths, like seramas and Japanese bantams, and others that may carry lethal genes.
